Birmingham's commercial stock includes a large quantity of 1960s and 1970s buildings now being refurbished rather than replaced. The characteristic services question on those is whether the existing incoming capacity, riser provision and floor-to-floor height can support current occupancy standards and current plant, and that is a survey question before it is a design one.
Floor-to-floor height is the one that most often decides whether a scheme works. A building designed around a small amount of ductwork and a fluorescent luminaire has to absorb a modern ventilation rate, a heat recovery unit, sprinkler pipework and a fire-rated ceiling in the same void, and the answer is either a lower ceiling, a different air strategy or a different building. Establishing it early is what stops a scheme being designed twice.
Birmingham's tall residential development also brings the Building Safety Act 2022 gateway regime into play. Where a project is a higher-risk building — generally at least 18 metres or seven storeys with two or more residential units — the Building Safety Regulator is the building control body rather than the council, and approval is required before construction starts.
